IPC's Shouldn't Get Viruses

All jokes aside, viral infections shouldn't affect IPC's. Maybe later we'll steal another codebase's IPC-specific viruses, or weed out the symptoms that don't make sense for IPC's (e.g. mucus), but for now, just prevent IPC's from being a valid target for viruses. (And, for simplicity's sake, we'll say they can't be "carriers" of a contact virus, e.g. sneezed on.)

I'd like to make this as simple as removing IPC from the valid list for racial virus targets and see if that produces any other weird cases to fix, but approach this however seems easiest.

While we're working on this, if you could also remove xeno's from being susceptible, if only so they aren't added to the virus report to break immersion, but also because xenos should get to ignore diseases, that'd be chill too.

this is an overarching issue originally brought up because of #333, which deserves a higher, URGENT priority. Both are simple/easy, this would fix both, but the other is perhaps a quicker fix. Prioritize accordingly.
