Deleted Mobs Should Have Records Removed #285

If a mob has been deleted, their records should be scrubbed. This is subjective; apparently admins can create a mob with access and ghost through a wall to do this stealthily from any employment records computer, but it seems natural that a mob we intentionally delete should be expunged from the station, so no immersion is lost.

If we accidentally deleted the mob, we would have to let them rejoin the station to regenerate their records, so this might be better as an admin priority anytime they delete a mob, to also delete its records if intentional. Since that's going to be the case 90% of the time, this is probably worth implementing, and we can deal with any accidents as they happen.
