As a Tang developer said, this is a punishment. But punishment won't make the game not bias. Imagine finding out delivering earns more than driving a taxi, and one week later they lowered the salary to almost nothing. Exploiters still earn ¥2 per 5 seconds, 23 times more than a normal player driving 2 minutes for a package, which is still bias, still unfair. On the other hand, countermeasures can let the game being fine as it should be.
A countermeasure I would suggest is adding time check. If the player delivers the package in an amount of time that is impossible to get there without using script, then kick.
