Regenerated Moveit! configs to match new URDF #2

Nav ball is now normally sized (autoscaled too small by dummy end effector) files renamed to lowercase to match launchfile/urdf conventions

There have been enough changes to hebi_description that this is probably out of date now. One problem that I think we will want to address (I talked about this a bit here) the need to rerun the setup wizard for Moveit! configs every time the actuator or family names are changed.
