Installing and first launch without installed UO Version fails

What steps will reproduce the problem?
1. Uninstall all Versions of UO and delete all Registry entries.
2. Install PB 3 normally
3. Try creating a new Profile, pick random folder with *.mul files - Program 
won't start, even if all the MULs it needs are there.

What is the expected output? What do you see instead?
Expected output would be correct check if the needed MUL Files are in the 
selected folder. If they aren't, the program should spit an error informing 
about the missing files, but starting "in blank format".

Instead of this PB throws an error if you haven't installed UO "properly" (with 
registry entries), even if the selected folder contains all needed *.mul files. 
It just doesn't get the path settings right. So if you haven't installed UO 
(e.g. because you got all the MULs separately, but still a full copy of UO), PB 
throws an angry fit and won't start.

If you "fake" the registry entries by adding them manually, everything works 
properly - most of the staff on my shard would rather ruin their OS than get 
THAT right :(

What version of the product are you using? On what operating system?
OS is Windows 7 32-bit, PB Version is 3.0.0.4

There has to be an client.exe in the mul files folder.

But it is still an issue.
