Brewmaster Defensive Rotation

Describe the Issue

Im not 100% sure if this is on purpose or not but seems a bit weird. When you have just recently used Celestial Brew for defensive, the rotation instantly recommends another Celestial Brew which seemed weird.

How to Reproduce

Just go to a nearby enemy and make the addon think you are getting damaged then it will recommend you to use defensive skills which will show usually Purifying Brew than right after Celestial Brew.

I modified this behavior by adding a buff.celestial_brew.down condition to the Celestial Brew entry in the default action list.
