Currently if a location moves across a portal border, no change of sector occurs. There should be implementations for:

Local sector search: checks if a sector change has occured and walks along borders to find the new one
Global sector search: without information of previous sector, all sectors are checked

There should be unit tests for these searches, including:

Local search can find step across two or more sector borders
Out-of-bounds detection
