Apply current factory ignores ingredient count

Apply current factory to production block / production line is ignoring ingredient count limitations.

Found while investigating #456.

Example below is from Py

• Edit recipe Stator
• Select Burner assembling machine MK 02 (ingredient_count = 4)
• Click ">" button to apply current factory to the production block
• Result: Electric engine unit recipe will be changed to use Burner assembling machine MK 02
• Expected result: Electric engine unit recipe should be unaffected as it has more than 4 item ingredients
