CCMC Flare Scoreboard data in Helioviewer #366

The CCMC has information on flare prediction. It is

https://ccmc.gsfc.nasa.gov/scoreboards/flare/

This information can be presented in helioviewer in a similar way to current features and events, and would be a useful addition to the site.

Could add the Flare Scoreboard predictions under "Features and Events"

This would also be a place to perhaps put DONKI notifications (#186) and potential models of interest.

There is some positional information too with the flare prediction

On helioviewer underneath HEK we could have "Flare Predictions" and then we have a list of all the flare prediction algorithms with checkboxes. They would show up in the viewing window in a similar way to the HEK events with pop-ups and so on. Instead of a map pin, maybe we have a different symbol for predictions.
