Fix unstable sun #533

Summary

No issue was opened for the problem this patch fixes.

Fixes 2 things:

Performance issue with zooming where the page is still interactive, but can feel sluggish. Only happens with some mice/touchpads.
Fixes issue where the sun jumps when adding/removing layers or changing the time.
