Shift at numpad switches to the "More symbols" layout #1166

Describe the bug

To Reproduce

  1. Edit Numpad layout to contain shift key.
  2. Open the keyboard.
  3. Switch to numpad.
  4. Press shift.

Expected behavior The next key will be send to the current application with shift bit set.
