Pinned toolbar keys not following order #832

Describe the bug

Toolbar keys are not following the order defined in settings when pinned.

To Reproduce

  1. Enable two toolbar keys ;
  2. Pin these ;
  3. Enable a third toolbar key, ordered between the first two ;
  4. Pin it ;
  5. It gets pinned at third position.

Expected behavior It gets pinned at second position.

This is not applicable in latest code, also it's intentional to give users some way of controlling pinned key order separately from toolbar order.
