When running "tag" command, check version matches and update headers

• [x] Have "tag" command check conf files (common.py, for example) to ensure versions match (perhaps could even get version dynamically)
• [x] Prior to tagging, run the "headers" command to ensure all files are up to date with latest version (if they've been changed)
