Unable to use wanted poster #535

Unfortunatly i couldnt identify what caused this problem but basically i cant use the wanted posters, i have space for 2 more survivours and i do not already have the desired survivour that i am trying to get (Zoey). I have tried with multiple diffirent wanted posters but the only option i get from interacting with Patrick is going to the bandit outpost. Screenshot 2024-06-24 200457

Nvm i just noticed i was doing the Rats Recrutment quest, might be that.
