`Time to Upgrade` does not progress past point 2 #686

Seems to be a visual bug since the mission does seem to complete when you do the steps after it.

But since it gets stuck on that point and it can be a bit confusing for newer players.

There also appears to be a bit of an oversight. The fire rate mod can also be unlocked before this mission. If a player were to spend perks on it they would be stuck until the mod were to be deconstructed as there are no alternatives at that point to gain perks. It would be likely that the player at that point wouldn't know how to deconstruct a mod either, so they would be stuck like this for awhile until they ask around for help.

Seems to be a duplicate of #685 but since this has a lil bit more stuff in it i'll close the former
