Just to make the game a bit more realistic, there should be a "minimal cash
requirement" before building building bases and ordering items. For
example, to order a small warehouse (15,000), you'd need at least 5,000 up
front (And have to pay it right away). Bases in construction should also be
discoverable, but at a much lower rate.

Perhaps another penalty would be a continent's "distrust" towards the AI.
After a base is discovered, the continent *might* prevent certain buildings
from being constructed, or raise the cost to build new ones (a sort of
bribe). The continent should change their Distrust time depending on which
stage the base was discovered (construction, empty or operating). The
technology "Socioanalytics" should reveal the Distrust level, much like the
detection chances.

There is already a base discovery penalty at the location you've most recently 
been
discovered, and a bonus if you've never been discovered at that location 
before. It'd
be nice if this were more user-discoverable; I didn't realize it myself until I
looked at the code.

Also, it's not that bases under construction aren't discoverable, but rather a 
new
base has a grace period, based on its construction time and game difficulty, 
during
which it can not be discovered. If you start a base and don't finish it, 
eventually
the grace period will run out and it might be discovered. This is more 
important at
higher difficulty levels in the late game, when you need a lot of CPU to do base
construction.

I guess it means most requested features were already there. Maybe we should 
add some visible clues to make it more evident (like marking the last discovery 
an previous discovery continents)
