Description Fail

What steps will reproduce the problem?
1. Read the description for Time Capsule

What is the expected output? What do you see instead?
Expected the description to change based on location, or be location 
ignorant.  Tells me that it's "buried in the wastelands of the Antarctic" 
even if it's destined for the far reaches.

What version of the product are you using? On what operating system?
Windows, latest version

Known problem, but it doesn't look like we had an issue for it before.

This was a holdover from back when Time Capsules really couldn't be built 
elsewhere.
 Fixed in r956.
