This bug seems easy, but I have never come up with a sound solution and never implemented it.
The water wheel girl's animation is handled by the loop that handles the base animation itself.
That loop ends when the water wheel comes to a stop, so the animation of the girl also freezes, even if she didn't finish her own animation.
