Pose and Twist delay for ekf localizer on AGX

Description

Universe will not move the robot due to ~0.3s twist delay and ~3s pose delay in ekf localizer, this doesnt happen on higher spec x86 laptop

Expected behavior

smooth moving

Actual behavior

autoware initalizes but doesnt move

launch autoware let it localize give goal
