Topic starter can moderate his/her topic

Hello,

i seen SPAM in the topics. Maybe the topic owner should have right to clean his topic from SPAM or submit high "weight" downvote to the SPAM comment and if confirmed by other users downvotes, post will get removed. To prevent abuse of the downvotes, there should be antibot system.

The problem is the posts are stored in submitter's data.json file, so to remove the content you have to modify other user's file.
