Added a new Mute Hook + GriefPrevention implementation for softmute #195

Adds support for GriefPrevention's soft mute. This pretty much replicates what GriefPrevention does but with support for channels.

The way it works in ChatChat:

If a player/chatuser is soft muted in grief prevention their messages will only be sent to other players/chatusers that are also soft muted + all non chatusers.

The way it works in GP:

If a player is soft muted in grief prevention their message will only be sent to other recipients that are also soft muted.

Yeah. I'm not sure what is going on. It builds fine locally. I haven't had time to look into it. I might actually be building locally with java 17 but targeting 11.
