WMT19: Fix EN–RU references #4

The file containing the EN–RU references seems to skip a few dozen lines. This PR reconstructs the missing references based on the file https://github.com/Helsinki-NLP/MuCoW/blob/805bdb906a3ae372e30dcebcfc94f6f617a595ae/WMT2019/translation%20test%20suite/json/en-ru.mucow.tts.json

I have briefly checked the other language pairs and EN–RU is the only language pair affected by missing references.
