Update libprotobuf17 to libprotobuf23 #45

Debian stable has upgraded from libprotobuf17 to libprotobuf23.

This resolves https://github.com/Helsinki-NLP/Opus-MT/issues/44 but partially but surely not solving it fully yet!

Latest version of Marian does not libprotobuf at all. Need to update Dockerfile based on https://github.com/marian-nmt/marian/blob/master/.github/workflows/ubuntu.yml and Marian 1.10.0
