migrate docs to sphinx #54

Hi, @svirpioj. I'm not quite sure whether this is a useful feature, and feel like it is cumbersome to have all the documentation in one README file, so I try to rebuild the documentation using sphinx and posting it on the github page.

The final result looks like this https://brightxiaohan.github.io/OpusFilter/

I've been in two minds whether to split the documentation or not - I kinda like that things are not spread over very many pages - but this does make the decision easier. Thanks, I'll take a look.

I continued this in https://github.com/Helsinki-NLP/OpusFilter/pull/55, so I'll close this. The current version of the docs is now at https://helsinki-nlp.github.io/OpusFilter/. Please comment on the other PR if you find something to fix!
