NOTES - SIGNIFICANT CHANGE: Add denial option for full grant already issued #1072

Request from user: This significant change request was denied because the household already received their maximum grant for MFIP because the retro income was not counted due to them being homeless, there is no option for this situation, it isn't common, but it does happen. Thus, the automated denial notice says income didn't decrease enough to qualify, which is incorrect.

Will update the Denial_reason_dropdown to include the reason that the full grant is already been issued.
