Ex Parte - Add Cases from other Counties into the Case List for assignment #1435

We have a few cases that are getting transferred in to Hennepin from other counties AFTER the Ex Parte Evaluation has been completed and a TIKL exists from the other county's evaluation. Currently we do not have a way to find/assign these cases specifically.

We need a process to find these cases (by TIKL) and get them into the Case List for Ex Parte.

Idea is to run a report after Ex Parte approvals have started, this does not have to be on the 1st of the month, it can be within the first week. This report would use TIKLs to find cases that appear to be Ex Parte and check to see if we already have them on out list as available to be assigned. If we do not have them on the list, we would need to insert them into the list, or if they are on the list and are not going to be assigned, update the data so they will be assigned. (Note about cases that are on the list and not to be assigned, these might be cases that were in Henn, got transferred out, read by the Ex Parte reports as out of county and then came back.)

This work will require a new script and an update to the access on the SQL Case List table.

Added to DANM because BT says the manual TIKL list is getting a little much for a single worker. We should probably try to get this incorporated soon.
