Facilitate testing of MNIT APPLing script

MNIT will be providing a script for Case Assignment to test. We will need to support facilitation of the script.

There are a few steps from the last MNIT script test that we will likely need to take:

• [x] Review the code from MNIT to ensure the functions will work and the experience approximates our users expectations (this is limited).
• [x] Update the script and other supporting scripts to run the script from within the current infrastructure.
• [x] Request information from MNIT about what testing information they want, if they are unsure we can use some of the testing process from the Person Search script we already had in place from the last test.
• [x] Confirm with Case Assignment that they have all instructions and information to test the script.

This process will likely use the XML files and the clean up effort in #1527 will support easy access to the files needed to operate the MNIT script.

The last script required the users to select the XML file for the script to operate and too many files could cause this to be more error prone.
