DAIL clean-up - functionality to remove HIRE messages > 12 months old #1790

Create functionality to delete HIRE messages that are greater than 12 months old. Functionality can be standalone but built so that it can be run again in the future to remove HIRE messages again as needed. Connected to work with #671.
