Application Received - Add additional Contracted Facilities #1821

Case Assignment gets additional contracted facility requests for North Memorial and HCMC. We need to add these as contracted facilities to the transfer options in Application Received.

North Memorial - FF8 HCMC - FF6/FF7

Currently it is unclear if the HCMC caseloads can be randomized or if we need to split those into two separate facilities.

Confirmed with HM and HA that HCMC caseloads can be assigned using randomization.
