Remove inputs to ESCasesPending Table #1856

The ES Workflow reference to this data no longer exists and we are not using this data for anything. Eventually this table will be dropped, to prepare for that we are going to pull all of the script updates to this table.

Doing this now to support the access work in #1825 since there is no need to have complicated access set on a table we don't need.

Scripts to update:

[x] NOTES - Application Received
[x] NOTES - CAF
[x] NOTES - Interview
[x] NOTES - SNAP Waived Interview
[x] NOTES - Expedited Determination
[x] NOTES - Subsequent Application

We are going to simply remove the block of code that the table access is in.
