#1473 Replacing Stolen EBT Food #1873

New script to reflect EBT Stolen Benefits process - see POLI/TEMP 02.11.126, 02.11.127, and 02.11.128. CASE/NOTES information about the request and then can prepare a SPEC/MEMO depending on whether request is approved or denied. Script instructions are saved here.

Made changes based on Dave's comments:

Improved error handling
Only writing variables to CASE/NOTEs if they are not blank
I did not add SPEC/MEMO functionality to approved requests since the SPEC/MEMO should be sent after the TSS BENE Unit approves the request
