Remove the script files to the retired scripts folder and add retirement dates on CLOS
Additionally, changes to the power pads to support this update and allow easier access to eligibility summary.
Also, I quickly found the fix for issue #1861 to ensure these scripts do not show up in the TAGS menu - so I included that.
Once approved, I will update the local power pad files. The redirect for eligibility summary is already in place on the T Drive.
