Support Temporary Eligibility Approvals for METS to MAXIS transitions #2027

Report for BT that Eligibility Summary does not support the process for METS to MAXIS transitions since these must be approved in MAXIS while we wait for the application form. The CASE/NOTE and WCOM expectations are set in One Source.
