Screening Tool for MHC - can a client change enrollment?

MHC tool that can identify if clients in a case are eligible for a change in enrollment using only case number. This could then CALL the ENROLLMENT script to process that enrollment. Or CASE NOTE that the client called and they are NOT ELIG or ARE ELIG but not ready to process an enrollment.

This could be made available to all HSRs so that calls about 'IF' don't have to go to MHC. The script could know the MHC workers and only allow ENROLLMENT to be called by one of them, otherwise it would create a dialog to collect all enrollment information and then email it to the MHC team for processing MAKE EVERY CONTACT COUNT
