Tools for MFIP allocation for ineligible members #33

For MFIP cases with ineligible members we need to assess for FIAT to allocate income.

There are two elements to this particular request:

  1. Identifying cases where allocation is necessary
  2. FIATer to correctly allocate the income

I have noticed that workers do not usually fiat to allocate income for ineligible mfip members, especially with undocumented parents. Maxis sometimes creates a dail message saying a member may be eligible for allocation but I almost never see this dail for undocumented cases and allocation can make a big difference in some cases. Would it be possible to add a pop-up box or check box or something to the hrf zone reminding workers that if there is an ineligible mfip member (specifically undocumented members) to fiat for allocation if that ineligible member is not working? Maybe even remind workers about the deeming and allocation section in the HSR manual?

The entire text from CM 18.30 is as follows: MFIP: Deduct part of a caregiver's income to cover the unmet needs of an ineligible spouse and/or an ineligible child under the age of 21 who lives with the caregiver. Allow this deduction only if the caregiver lives with and is financially responsible for the person.

Income of a minor child cannot be allocated.

Do not allow allocation for the support of people who: ● Choose not to be members of the unit. See 0014 (Assistance Units).

● Are disqualified.

The maximum allocation is the difference between the unit's Transitional Standard, and the Transitional Standard the unit would have if the spouse and/or child were in the unit. See 0020.09 (MFIP Assistance Standards).

The actual allocation is the maximum allocation minus the ineligible spouse's and/or child's net income. See 0016.18 (Income of Inel. Parent/Guard. of Minor Crgvr).

There is a DAIL that comes up to assess for allocation - we could use this as a trigger for a review of a case but we should be assessing for allocation earlier in the process.

This tool also needs a method or additional tool to assess/screen the case for allocation - often at application, recert or addition of a new household member.

We should ALWAYS be entering a CASE:NOTE to communicate there is or is not an allocation when a unit member is ineligible. The assessment tool should enter this NOTE and the fiater tool will update ELIG once we have all the verifications and information.

Notes from conversation on 01/09/2023: Evalautor

  1. Functionality created to lead worker through questions/information to make determination of allocation. Put functionality in INTERVIEW, stand-alone script and DAIL scrubber.
  2. Case note would be created with the allocation assessment and the reasons why/why not.

FIATer

  1. Eligibility Summary supports allocations that have been approved. This could be added as a metric to pull for case reviews.
  2. Add FIAT capability in end stages of ELIG Summary script.
