Enhance CSES Scrubber handling for SNAP Cases #385

The idea here is to have a better interface around CSES information for SNAP cases.

We need a procedural update in a manual that will guide HOW this enhancement will function before we can even start.

We would attempt to include:

Updating of the UNEA panel for SNAP Cases - the PIC
Better suggestions for possible change
Reference to better process guidelines

Any update would impact the MFIP functionality to ensure it matches.

This is a long game effort.

Also look for instances in which there are OTHER UNEA panels for CSES that don't get a message when OTHER CSES messages are received.

We cannot handle for cases with budgeted CSES that get ZERO DAILS.

Associated with Unclear Information work (Ilse and Jennifer) and associated with issue #671.

DaNM - Some of this is handled in Unclear Information handling #671 and possibly UNEA Updater #31. We could enhance this to support SNAP cases at Review by reading 6 months of CASE/NOTEs with CSES information to provide details and support update for the review.

@MDR22 Do we have an idea of scope for this usage? How many cases are at REVW and have CSES DAILs?
