UTILITIES - QI AVS REQUEST: changing hands from QI to ES-S staff #840

At some point prior to the PHE ending and renewals for health care restarting, ES-S (support staff) will be taking over the function of requesting AVS queries to be run for HSR's that do not have access. This will require a name change since it won't be in QI's area of support any more (maybe, but AVS REQUEST), and email change.

Before making this update: evaluate for ES WorkFlow incorporation vs. Outlook Emails.

No project plans outside of initial idea have been communicated. Closing as won't fix.
