Add Policy References for Program Requirements that scripts meet into Script List and Comments #841

We attempt to meet program requirements documented in policy and procedural manuals with our scripts. In order to ensure we know about these requirements, we need documentation within the projects to know what we are doing.

This should be in two places:

  1. In the Complete List of Scripts as a class parameter.
  2. In the script comments - in closing project documentation and in line with the code as needed.

This will allow the policy requirements to be searchable and visible in the 'All Scripts' script.

Possibly add functionality in the class to make the policy references linkable for use in All Scripts to be clickable or in the Excel for any non-TEMP references.

These could be CM, TE or HSR Manual. This parameter will be an array.

Code is in place. At next meeting we will review the top scripts and put the references in place for these top used scripts.

This is complete. All requirements should be added as we complete future issues on individual scripts.
