miniconda3-py39 & miniconda3-py310: Move to miniconda/3-py39, miniconda/3-py310 #88

Instead of having separate miniconda3-py39, and miniconda3-py310 modules, which can be loaded at the same time in different order, move to a model where only one can be loaded at any time, e.g. miniconda/3-py39, miniconda/3-py310, ...
