CLEANUP: Make useNames = NA defunct in all R version #242

I've submitted matrixStats 1.1.0 to CRAN. In that version, useNames = NA is defunct in R (>= 4.4.0) [#235]. Among other things, this should pick up any use of useNames = NA in Bioconductor devel (3.19). After things be sorted out there, I'll go ahead and make:

[x] useNames = NA defunct in all versions of R.

Revdep checks are all okay with R 4.3.2.
