WISH: startup::gui_dialogs() to disable/enable GUI dialogs #63

Add a startup::gui_dialogs() to control how R is making use of GUI dialogs:

gui_dialogs("off") - avoid GUI dialogs as far as possible
gui_dialogs("defaults") - use GUI dialogs according to the default settings (which differ in Rgui, RStudio Console, ...)
gui_dialogs("on") - use GUI dialogs as far as possible

Settings that should be considered:

options(menu.graphics = FALSE)
options(askYesNo = NULL)
...?
