Extract https://github.com/folkehelseinstituttet/Fhi.Smittestopp.App/blob/b3a03708f32222072e0331167fe881a7a243b237/NDB.Covid19/NDB.Covid19/WebServices/AnonymousTokenService.cs into AnonymousTokensClientService in Client-project
Create a similar service for the Server-project

Avoid taking a dependency on I/O (require a HttpClient as parameter perhaps?).
