Uses pyinstaller to build and release executables on tag to release
Modifies the constructor code to work with the new bundles binaries
I've included python ways of launcing tktcl and a python version of the windows launcher
These were both attempts at generalising the code across platforms as well as to try to make virus detectors not panic at the bundled exe. Not sure if this worked though.
