YOLOv2 notebook updated for TF2:

Can install and load dependencies.
Can load images and show annotations.
Data augmentation works.
Cannot train but can predict if a model is available.
The original repository for YOLO was outdated and did not support the new Keras version so it was changed.

Discard any changes to fnet.
