Internal Pandora Error #166

EDIT: Some network testing. Hermes worked quite fine with simulated 50% packet loss, but got "Internal Pandora Error at simulated 90% packet loss. Did not test between 51% and 89%. Notice that 100% packet loss resulted in a different error. I used a tool called Network Link Conditioner (NSHipster article).

Is supporting 90% loss even doable? I can't load a webpage at that kind of loss.
