Enchanting vellums don't work fully #169

Expected Behavior

Absorb enchants with item level restrictions

Current Behavior

"Target is too low level" message

Possible Solution

Game treats vellums as equippables instead of standalone items that convert into other items

Steps to Reproduce

  1. Learn enchanting
  2. Learn inscription
  3. Make weapon vellum III
  4. Try enchanting it with Berserking

Context (Environment)

It won't let me have an enchanting alt that makes scrolls for other characters

Possible Implementation

Give the above 4 items an item level of 60
