[Fix] Allow unselecting Launch Options. Show selector after a game finishes installation #3991

This PR fixes 2 issues with the Launch Options selector in the game page:

it was not possible to unselect options once something was selected (apart from going out and back to the game page)
the select was not showing up if the installation of a game finished while in the game page screen

Use the following Checklist if you have changed something on the Backend or Frontend:

[ ] Tested the feature and it's working on a current and clean install.
[ ] Tested the main App features and they are still working on a current and clean install. (Login, Install, Play, Uninstall, Move games, etc.)
[ ] Created / Updated Tests (If necessary)
[ ] Created / Updated documentation (If necessary)
