cursor doesn't go back to the same position when using controller

Describe the bug

If I open a sub menu with the controller I expect the cursor to be in the same place when I hit Back. Right now it doesn't it seems to go to a relative position

Steps to reproduce

1. Connect controller
2. Select a game and press A
3. Select the top right option "add to steam"
4. Press Back
5. You are now in a different UI spot

Expected behavior

It should go back to the same spot
