Implement enter-idle / exit-idle procedures #16

Supports the following scenario:

Run sudo ./packetrusher ue
Wait for Registration and PDU session establishment
Somehow trigger entering CM-IDLE (Let's avoid timer, maybe implement first #31)
- We might need refactoring in the way we handle UE Context in the gNodeB.

Two use cases:

5GC has data or NAS messages for UE, UE receives a Network Initiated Service Request and switches back to CM-CONNECTED to receive data.
UE has data or NAS messages for 5GC / traffic being done on UE's VRF while the UE is in CM-IDLE, and triggers a Service Request to switch back to CM-CONNECTED to send data.
- gNodeB should not encapsulate UE's traffic into GTP-U and send it towards UPF untill UE has switched back to CM-CONNECTED.
