This fixes signing.
A secondary change was required, and is already in production here: https://github.com/Cray-HPE/csm-shared-library/pull/10
The RPM repo was cleaned up after this branch finally produced a signed RPM, it did this by forcing signing. The force has been reverted, the repo cleaned up, so merging this and then taking a new git-tag will produce a signed RPM.
